What is an Electoral District Association?

An Electoral District Association (EDA) is an association of members of a political party in an electoral district (ED). An EDA is regulated and certified by the Canada Elections Act. Along with any by-laws that are made by an LPC EDA in accordance with Section 16 of the LPCBC Constitution, the provisions of Chapter 3 of the LPCBC Constitution are the Constitution of EDAs in BC.
LPCBC EDAs (also known as Federal Liberal Associations, or FLAs) are responsible to:

  • Endorse the LPC candidate for election to the House of Commons by ensuring that the Association has an effective Election Readiness plan and by implementing that plan,
  • Provide a forum for its members to participate in the LPC’s policy process,
  • To raise money to support both the LPC and the EDA, and
  • To communicate regularly with its members and the candidate in its ED.

What are the Officer positions in and Electoral District Association?

The members of an EDA are responsible to elect, at an Annual General Meeting (AGM) of the EDA, a President, Vice President, Secretary, Treasurer, Policy Chair, Membership Chair, Communications Chair and Organization Chair. The four commissions are responsible to each appoint a representative to each EDA. The EDA Executive is responsible for appointing a Fundraising Chair and an Election Readiness Chair.

What are the responsibilities and powers of an EDA President?

An EDA President is responsible to preside over all meetings of the EDA, represent the EDA at BCFLC meetings, report to the members of the EDA at AGMs, give notices to members of the EDA as required, and ensure that all other members of the EDA Executive perform their duties. What are the responsibilities and powers of an EDA Vice President?

If the EDA President is absent from office, or if there is a vacancy in the office of EDA President, it is the responsibility of the EDA Vice-President to assume the duties of the EDA President. The EDA Vice-President is also responsible to assist the EDA President as required. What are the responsibilities and powers of an EDA Secretary?

It is the responsibility of the EDA Secretary to keep a record of all meetings of the EDA Executive and ensure that all relevant authorities have copies of EDA minutes, EDA appointments and EDA undertakings. What are the responsibilities and powers of an EDA Treasurer?

The EDA Treasurer is to administer the finances of the EDA, and report on the state of those finances to the EDA at each Annual General Meeting. For more information on the responsibilities and powers of an EDA Treasurer, please refer to the LPCBC Constitution, Section 14.5.

What are the responsibilities and powers of an EDA Policy Chair?

The EDA Policy Chair is responsible for chairing the EDA Policy Committee, and holding regular policy forums for the EDA. It is also the Policy Chair’s responsibility to ensure that all policy resolutions are sent to the Party Policy Chair in advance of a Policy Conference. What are the responsibilities and powers of an EDA Membership Chair?

The EDA Membership Chair is responsible to chair the EDA Membership Committee, and conduct membership drives within the EDA. For more information on the responsibilities and powers of an EDA Policy Chair, please refer to the LPCBC Constitution, Section 14.7.

What are the responsibilities and powers of an EDA Communications Chair?

The EDA Communications Chair is responsible to communicate the actions of the EDA to the membership of the EDA, the constituency of the EDA, and the local media outlets within the EDA.

What are the responsibilities and powers of an EDA Organization Chair?

The EDA Organization Chair is responsible to chair the EDA Organization Committee, and conduct sessions on EDA Organization.

What are the responsibilities and powers of an EDA Fundraising Chair?

The EDA Fundraising Chair is responsible to chair the EDA Fundraising Committee, and organize EDA Fundraising activities.

What are the responsibilities and powers of an EDA Election Readiness Chair?

The EDA Election Readiness Chair is responsible to chair the EDA Election Readiness Committee. It is the responsibility of the EDA Election Readiness Chair to ensure that the EDA is prepared to operate an election campaign, no matter when an election may be called.
