Greening Government Funded Infrastructure

WHEREAS the Pan Canadian Framework on Clean Growth and Climate Change calls on
provinces and territories to implement measures to achieve Canada’s target of 30% reduction in
greenhouse gas (GHG) emissions from 2005 levels by 2030;

WHEREAS the Government announced a 2050 national target of reducing GHG emissions by
80% from the 2005 baseline;

WHEREAS the service life of a significant portion of this public infrastructure will extend
beyond the year 2050;

WHEREAS the Government plans to transfer $186 billion over 11 years to provinces and
territories for qualifying infrastructure investments;

WHEREAS requiring reduced carbon footprint of public infrastructure materials, construction
and operation will stimulate innovation in clean energy;

WHEREAS the Government finances 30-40% of many public infrastructure projects nationwide
and 100% of its own projects, it is thereby in a position to influence project designs;

BE IT RESOLVED that the Liberal Party of Canada urge the Government of Canada to
implement GHG emissions reduction criteria as one of the negotiated conditions for
infrastructure funding transfers, for all recipient or partner governments and organizations;

BE IT FURTHER RESOLVED that the Liberal Party of Canada urge the Government of
Canada to adopt criteria that will drive reductions of GHG emissions from built infrastructure
including building materials, process, and operating emissions, consistent with the national goal
of 80% reduction from the 2005 baseline;

BE IT FURTHER RESOLVED that the Liberal Party of Canada urge the Government of
Canada to facilitate “climate smart” literacy for private sector suppliers to public infrastructure
projects, to help deliver targeted emissions reductions at all stages in the supply chain.

The pan-Canadian framework on clean growth and climate change is our plan – developed with the provinces and territories and in consultation with Indigenous peoples – to meet our emissions reduction target and grow the economy. Our plan includes a pan-Canadian approach to pricing carbon pollution, and measures to achieve reductions across all sectors of the economy. It also aims to drive innovation and growth – increase technology development and adoption to ensure Canadian businesses are competitive in the global low-carbon economy.

  1. Long-term Low-greenhouse Gas Development Strategy, Government of Canada, November 2016

For the purpose of the Mid-Century Strategy, Canada examines an emissions abatement pathway consistent with net emissions falling by 80% in 2050 from 2005 levels. This is consistent with the Paris Agreement’s 2°C to 1.5°C temperature goal.
