Federal Housing Incentives

WHEREAS The average Canadian spends 45.9% of their pre-tax income on housing, with those
living in Vancouver or the Greater Toronto Area spending over 70% of their income on housing; 1

WHEREAS Combating the housing affordability crisis requires a multipronged approach from
multiple levels of government working together, requiring a mix of social and market housing;

WHEREAS Denser communities allow greater walkability, greater access to transit, access to
jobs and services, lower infrastructure costs, and lower C02 emissions;

WHEREAS The number of new jobs located in urban centres has not been matched by
sufficient housing construction for new residents;

WHEREAS Lack of housing supply results in higher rents, increasing hardship on those who do
not own property including students, young adults, new immigrants, and low-income individuals;

BE IT RESOLVED that the LPC provide monetary incentives to municipalities which:

  • meet sufficient targets to rezone communities for additional housing;
  • significantly cut the time required for relevant housing permitting to occur;
  • meet set targets for building and completion of a mix of new social and market housing
    units;

BE IT FURTHER RESOLVED that LPC develop a working group between itself and
municipalities which studies issues of urban importance including but not limited to:
harmonization of bylaws and building codes across municipalities, policies which ease the
construction of additional housing, housing policies present in other jurisdictions such as
Austria’s social housing program which may be applicable in Canada, research on housing
speculation both foreign and domestic, technologies to improve traffic flow, and ensuring quality
public transit for cities, suburbs, and rural communities.
