Expanding Canada Student Grant Coverage

WHEREAS Canada Student Grants are a form of non-repayable financial assistance for
students attending post-secondary institutions on either a full-time or part-time basis;

WHEREAS the current system of administering Canada Student Grants is connected to
the administration of Canada Student Loans and therefore makes it impossible to apply
for grants without applying for loans;

WHEREAS the average student in Canada graduates with upwards of $27,000 in debt,
with 14% of those with federal student loans defaulting “within three years of leaving
school”; 1

WHEREAS “students who [take] out more student loans [are] more likely to report poor
mental health in early adulthood”; 2

BE IT RESOLVED THAT the LPC support creating a system where students can apply
for Canada Student Grants without having to apply for Canada Student Loans;

BE IT FURTHER RESOLVED THAT the LPC support giving Canada Student Grants
to students who are not receiving Canada Student Loans, subject to all other eligibility
factors.
