Electoral Reform

WHEREAS in 2015 the Liberal Party of Canada promised Canadians that they would make
every vote count;

WHEREAS this promise went far beyond recent resolutions on democratic reform;

WHEREAS a ranked ballot alone cannot be said to make every vote count, as only 5% of
second choices would even physically be counted;

WHEREAS 88% of experts invited to testify to by the Special Committee on Electoral Reform
recommended a proportional voting system for Canada;

WHEREAS fears of negative outcomes from a proportional voting system are not supported by
evidence;

WHEREAS Canadians expect the Liberal Party of Canada to show leadership and to build
consensus rather than follow;

BE IT RESOLVED that the Liberal Party of Canada believes the following guiding principles
should be at the heart of Canada’s electoral system: voter choice & control; local representation;
high proportionality; and engagement,

BE IT FURTHER RESOLVED that the Liberal Party of Canada should develop and propose a
new electoral system that reflects these principles prior to the 2019 election,

BE IT FURTHER RESOLVED that the Liberal Party of Canada urge the Government of
Canada to implement this system as part of the next boundary redistribution process.
