Defining Canada’s Role in Her Arctic Territories

WHEREAS the Arctic ecosystem is increasingly vulnerable to climate change and to
environmental damage arising from the opening up of the Northwest Passage for cross-ocean
trading purposes, and from natural resource development and tourism, all matters that require
greater attention by the Canadian people and their governments;

WHEREAS the Federal government’s June 2017 Defence Review seeks to broaden Arctic
surveillance, protection and enforcement capability on land, sea and in the air, in particular by
expanding the role of the Arctic Ranger Force;

WHEREAS Canada encourages sustainable settlement and eco-friendly development of natural
resources in the Arctic;

BE IT RESOLVED that the Liberal Party of Canada urge the Government of Canada to initiate
an accelerated program of security and sustainable development for the Canadian Arctic by
creating a separate Ministry dedicated to Arctic issues;

BE IT FURTHER RESOLVED that the Liberal Party of Canada urge the Government of
Canada as a matter of urgency, to promulgate more stringent environmental regulations for all
vessels plying Canadian Arctic waters, including mandatory filing of route plans and
international marine organization ship (MMSI) numbers;

BE IT FURTHER RESOLVED that the Liberal Party of Canada urge the Government of
Canada to construct a deep-water port in Nunavut as a permanent base for Canadian patrol ships,
icebreakers and headquarters for the enlarged Arctic Ranger Force, doubling as a much needed
supply point for Arctic communities, resource enterprises and ocean-going vessels.
